When I battled regirock on normal mode, regirock always hit 4500 to my mage with his attack against both. It did hit 3750 to the warrior, but that was with the stone sword. He has two attacks against both. One where he fires his lazor, and one where he rides to the mage and the warrior. The ride attack is the attack that does 4500 damage to my mage.

That is the opposite of each other.

It is a very good and simple walkthrough for EBF1 and it helped me a lot to achieve all the medals for the game.
My tip on getting Goku on Epic Mode (similar to the already mentioned strategies): Equip Matt with "Heaven's Gate" and use "Barrier" & "Protect" frequently to boost both of the characters' defenses but prioritize "Barrier" all the time. Bring along and use potions when suitable but skip the bombs; the recommend potions are "Max Ether", "Water of Life", "Max Potion" and "Antidote" but I recommend to bring along a few "Magic Potions" for Natalie also anyway.
The main tactics are the following: 1) Buff the characters w. "Barrier"/"Protect" for both, "Temper" for Matt and "Magic Potion" for Natalie, 2) then frequently use the bushido "Seiken" for up to +35k of damage (boosted by "Temper" apparently) and the white magic "Judgment" for up to about +25k of damage (boosted by "Magic Potion") as main attack moves, although Natalie should focus on magic healing and buffing "Barrier" mainly, and preferably when lower on life use the "Judgment" attack. 3) Keep healing and buffing when needed and don't be afraid to take it slow and take your time to prioritize healing and buffing the stats, otherwise you risk starting all over again as Goku frequently use some powerful attack moves after getting his HP halved. 4) Use defend on both when the "Spirit Bomb" is unleashed if they are above around 8.5-9k HP; if buffed one should heal the other or both. If not at least one character is buffed and have a high HP then there's a big risk for a losing situation. 5) Keep the MP high on Matt through potions (don't waste time switching through swords) and try to recharge Natalie's magic with the defense move on the "Spirit Bomb" or against the fiery blast attack when suitable. Stick to the tactics as much as possible and you should come through. Note that the "Magic Potion" boost Matt's "Seiken" attack as well and stacks with the "Temper" boost.
This is only but one of many working strategies to defeat the last boss but I found it to be a fairly useful stratagem when battling Goku on Epic Mode in the current version of the game on NG.
